
Born - January 2, 1963 in the village of Kaghartsi, Martouni region, Nagorno Karabakh
1970-1980 –Studied and finished Kaghartsi secondary school
1985 - Graduated with honors from the Faculty of History of Yerevan State Pedagogical Institute after Kh. Abovyan
1985-1993 - Worked in the secondary school of Kaghartsi as a Deputy Headmaster and later as a school Headmaster of his village
1989 - Elected member of the National Council of Nagorno Karabakh
Since 1995 has worked at the Department of History of Artsakh State University
1995-1997 – Director of Artsakh State Local History Museum, while continuing teaching at Artsakh State University
1997 - Head of the NKR Department of Culture
1997-2002 - Minister of Culture, Youth Affairs and Sport of NKR
2002-2004 - Minister of Education, Culture, Youth Affairs and Sports of NKR
2002-2004 - Person in charge in the office of Artsakh charitable company "Tufenkian"
Actively participated in Karabakh movement, was the first commander of the self-defense detachment of his native village, and then deputy battalion commander for the Personnel
2005 - Elected deputy to the NKR National Assembly of 4th convocation by the proportional system. Member of the NKR NA Standing Committee on Social Affairs
May 23, 2010 - Elected deputy to the NKR National Assembly of 5th convocation by majority system and Chairman of the NKR NA Standing Committee on Science, Education, Culture, Youth and Sports
May 3, 2015 - Elected deputy to the NKR NA of the 6th convocation by the proportional list of the ARF "Dashnaktsutyun”, Chairman of the Standing Committee on Education, Science, Culture, Youth Affairs and Sports

Married, with two children.
Awarded "For Courage" (08.05.2004), "Mkhitar Gosh" (30.08.2011), "Andranik Ozanyan" and "Marshal Baghramyan" medals.
