Born - January 6, 1972 in the village of Chartar, Martouni region, Nagorno Karabakh
1989 – Finished the village secondary school
1995 – Graduated from the Law faculty of Yerevan State University
1990-1994 – Participated in Artsakh Liberation movement, was the commander of a battalion of the village Chartar and later - deputy commander of the second defensive area
1998-1999 – Deputy Prosecutor of Hadrout region
1999-2005 - Chief of the military police of Martouni region
June 19, 2005 parliamentary elections – Elected deputy to the NKR National Assembly of the fourth convocation on the proportional list of the «Free Motherland» party, Deputy Chairman of the Standing Committee on State and Legal Affairs
Since December 13, 2007 - temporarily suspended the deputy powers and was appointed adviser to the NKR Prime Minister
May 23, 2010 – Elected Deputy to the NKR NA of the fifth convocation, deputy Chairman of the NKR NA on State and Legal Affair
May 3, 2015 – Elected deputy to the NKR NA of the sixth convocation the on the proportional list of the «Free Motherland» party
2015 – 2020 – Chair of the NA Standing Committee on State and Legal Affairs
March 31, 2020 – Elected the 7th convocation National Assembly deputy on the «Free Motherland-UCA» parties alliance proportional list
June 13, 2020 – Early terminated his deputy powers, being appointed the Head of the State Control Service
Married, has three children.
