September 10, 2023, a special meeting of the National Assembly of the Republic of Artsakh was convened on the Inauguration of the Newly Elected President of the Republic of Artsakh Samvel Sergey Shahramanyan. The sitting was chaired by the Acting President of the Artsakh Republic National Assembly, Gagik Baghunts.

30 deputies were present at the meeting.

During a special sitting, the Constitution of the Republic of Artsakh and the Gospel of the 17th century were brought into the hall.

Further, in accordance with the procedure established by law, President Samvel Shahramanyan took an oath:

“Assuming the office of President of the Republic of Artsakh, I swear: to unconditionally fulfill the requirements of the Constitution, to respect the rights and freedoms of man and citizen, to ensure the sovereignty, independence, territorial integrity and security of the Republic for the glory of the Republic of Artsakh and the welfare of the people of Artsakh.”

After the oath-taking ceremony, the national anthem of the Republic of Artsakh was played. Words of congratulations and blessings from the Primate of the Artsakh Diocese of the Armenian Apostolic Church, Bishop Vrtanes Abrahamyan, were presented by Priest Minas:

“It has been 32 years since the people of Artsakh have been at the forefront of the struggle for the existence and dignity of the Armenian people and they have suffered and still continue to suffer many hardships and sufferings. Our people today need love and sincerity more than anything, and above all, from the leader of their country. The atmosphere of solidarity and unity that exists in the political field of Artsakh should become a solid basis for our struggle and the driving force for the unification of all Armenians" highlighted in the congratulatory message of the spiritual leader.

Gagik Baghunts, Acting President of the Artsakh National Assembly, congratulated Samvel Shahramanyan on behalf of the National Assembly and personally, on his election to the position of the President of the Republic and wished success for the glory of the country and the welfare of the people of Artsakh.

The special sitting was attended by the second, third and fourth presidents of the Artsakh Republic Arkady Ghukasyan, Bako Sahakyan and Arayik Harutyunyan, acting chairman of the NKR Supreme Council Georgiy Petrosyan, chairman of three convocations of the National Assembly of the Artsakh Republic Ashot Ghulyan, heads of security forces, members of the Security Council and government of the Republic of Artsakh, senior officials of the judicial system, the mayor of Stepanakert, heads of district administrations, representatives of political parties and public organizations.
