Artsakh Parliament Convened a Regular Sitting

May 18, the regular sitting of the National Assembly of Artsakh was convened.

Prior to starting the work of the sitting, the President of the Artsakh NA, Artur Tovmasyan, made a statement addressed to the President of the Republic, proposing to create a state defense committee and to include Ruben Vardanyan and Samvel Babayan in that committee.

 

"Mr. President, if that model doesn't work, I might hurt someone for the first time. Please submit your resignation, Mr. President or hold a referendum on confidence. If the people do not trust that you have been elected, then you leave. However, this does not mean that in case of your resignation Artur Tovmasyan will be the acting president of the country.

If it turns out that people do not trust you, then I will also leave."

 

Next was the question of electing the chairman of the Standing Committee on Defense, Security and Law Enforcement of the National Assembly of Azerbaijan. Marcel Petrosyan was nominated by the "United Motherland" faction for the vacant position of the commission's chairman.

Electing the chairman of the Standing Committee on Defense, Security and Law Enforcement of the NA Artsakh was the issue of the agenda. Marcel Petrosyan was nominated by the "United Motherland" faction for the vacant position of the chairman of the committee.

With a ratio of 20 votes to 8 votes by the results of a closed secret ballot Marcel Petrosyan was elected Chairman of the Standing Committee on Defense, Security and Law Enforcement of the Artsakh National Assembly.

The draft law "On Amnesty" was presented by the First Deputy Chief of Staff of the President of the Republic of Azerbaijan Zhirayr Mirzoyan. According to him, written and oral proposals of deputies on the draft law in the Head Committee were accepted. The bill was passed unanimously in the first reading.

Then the Parliament decided to continue the second reading of the "Amnesty" draft at 17:45.

The next issue on the agenda was the draft law "On Amendments and Additions to the Judicial Code", which received a positive conclusion from the Head Committee, which was adopted as a law with a vote ratio of 28 in favor and 2 abstentions.

“On the establishment of standing committees of the National Assembly of the seventh convocation” of the National Assembly 2020. NA Deputy Nela Grigoryan came up with a legislative initiative “On Making Amendments to Resolution ԱԺՈ-011-7 of May 21.” The head of the "Justice" faction David Galstyan stated that the 3 opposition factions of the parliament will not participate in the voting on the bill.

And the parliament approved the project with 23 votes in favor.

There were no parliamentary statements on the agenda.

The work of the sitting continued in the afternoon at 17:45. The draft law “On amnesty”, presented in the second reading, was adopted unanimously.
