Artsakh Parliament Convened a Sitting

April 27, the regular sitting of the Republic of Artsakh NA 7th session of the 7th convocation was convened.

Before the session and sitting agenda approval, on the proposal of Armen Hakobyan, co-author of the draft law "On Amendments and Amendments to the Law on Enforcement Services", the draft law was removed from the session and sitting agendas.

The first item on the agenda was the 2022 annual report on the activities of the Republic of Artsakh Prosecutor's Office, which was presented by Karen Gabrielyan, the acting Prosecutor General of the Republic of Artsakh.

The next two items on the agenda were the selection of candidates for vacant positions of the Court of First Instance and the Court of Appeal judges of the Republic of Artsakh. The Supreme Judicial Council has nominated the candidacies of Karine G. Babayan and Mher S. Stepanyan for these positions. Karen Saghyan, President of the Supreme Judicial Council, presented the biographical data of the candidates and their professional qualities. After listening to the speeches of the candidates the parliament unanimously voted in favor of them in a closed secret ballot.

Further, the parliament started discussing legislative initiatives.

The Acting Chairman of the Committee for Cadastre and State Property Management of the Republic of Artsakh Armine Mirzoyan informed that no proposals were received on the draft law “On Amendments to the Law “On the Evaluation of Real Estate””, adopted in the first reading. The project received a positive conclusion of the Head Committee. With 31 votes "for" the law was adopted in the second reading.

MP Eduard Aghabekyan presented the issue “On Making Amendments to the May 21, 2020 National Assembly Decision “On the Establishment of the Counting Commission of the 7th Convocation National Assembly  ””. According to the draft, it is proposed to form a Counting Commission of 9 people. The Parliament approved the draft with 23 votes in favor.

David Galstyan and Artur Mosiyan reported that the factions "Justice" and "Armenian Revolutionary Federation" would not nominate candidates to the commission member.

During the question and answer procedure, the head of parliament congratulated the newly appointed ministers, headed by State Minister Gurgen Nersisyan, wishing them success in their work.

8 MPs were queued up for questioning, they asked more than a dozen questions. They were about the RA Prime Minister's announcements, overdue loans, delayed responses to government applications, social assistance programs for forcibly displaced people, alternative energy sources, quality and supply of food with coupons under the blockade, regulation of inter-community routes.

After the break, the draft Constitution of the Republic of Artsakh was discussed, to which the commissioners gave a positive conclusion. It was adopted in the first reading with 25 votes in favor and 1 abstention.

With 28 votes in favor, the parliament approved the draft law "On Amendments and Additions to the Law on Education".

The regular sitting was concluded with the statements of the MPs Aramais Aghabekyan and Davit Ishkhanyan.
