First Sitting of the Artsakh Republic NA 7th Session of the 7th Convocation Convoked

February 23, the first sitting of the 7th session of the 7th convocation of the Artsakh NA was convoked. It was run by Gagik Baghunts, deputy speaker of the National Assembly.

Before proceeding with the work of the sitting the ARF faction deputy, Davit Ishkhanyan, stated, that the 3 opposition factions of the parliament decided not to participate in the sitting, taking into considering the general problems in the republic.

First item on the agenda subject to mandatory consideration was about the appointment of a judge of the Republic of Artsakh Court of Appeal.

Karen Saghyan, Chairman of the Republic of Artsakh Supreme Judicial Council, presented the biographical and employment data of the candidate for the post of judge, Arsen Amirjanyan.

After hearing of the candidate’s speech, the Parliament decided to postpone the discussion of the issue until the next regular sitting of the National Assembly due to the absence of a quorum of the Counting Commission.

Further, the parliament began to discuss legislative initiatives.

The draft law "On Amendments and Additions to the Law on Tourism and Tourist Activities" received a positive conclusion in the head committee. The law was adopted with 23 votes in favor.

Next, there were questions for discussion of legislative initiatives.

The draft law "On Amendments to the “Criminal Code”" was adopted as a law with 25 votes in favor.

Presenting the draft law "On Amendments and Additions to the Law “On State Pensions”", the Artsakh Minister of Social Development and Migration, Armen Mangasaryan, noted that the proposal to replace the word "Ukraine" with the phrase "a foreign state in a state of emergency" presented by the deputies during the Head Committee discussion, was accepted and presented in an amended version.

The Head of the National Assembly, Artur Tovmasyan, participated in an exchange of views on the bill. The project was adopted with 25 votes in favor.

Yesterday, the Standing Committee on Social and Healthcare issues gave a positive conclusion to the draft law "On Amendments to the Law on Military Service and the Status of Servicemen". The parliament voted for the draft law with 24 votes in favor. Deputy Seyran Hayrapetyan took part in the exchange of ideas.

The last legislative change was defined by the draft law "On Amendments to the Law “On Military Service and the Status of Servicemen”". The positive conclusion Head Committee on the project was presented by Seyran Hayrapetyan, Chairman of the NA Standing Committee on Defense, Security and Law Enforcement, after which it was adopted as a law by the unanimous decision of the parliament.

14 questions were raised by 8 deputies. They were about the housing problems of forcibly displaced people, compensation of loans, assessment of seismic risk, efficiency of voucher system, results of internationalization of Artsakh problem, quality of education and normal activity of schools and preschools.
