"The Republic of Artsakh State Budget 2023" Discussed at the Joint Siting of the NA Standing Committees of State and Legal Affairs and Budget, Financial and Economic Management

December 1, a joint sitting of the National Assembly Standing Committees on State and Legal Affairs and Budget, Financial and Economic Management was convened.

It was chaired by Artur Harutyunyan, Chairman of the Standing Committee on Budget, Financial and Economic Management and Eduard Aghabekyan, Deputy Chairman of the Standing Committee on State and Legal Affairs.

Issues of the state government, local self-government, judicial bodies and prosecutor's office funding have been discussed.

The 2023 budget of the city of Stepanakert is planned to be 2 billion 442 million AMD, of which 660 million AMD is planned of their own income, AMD 600 million - local taxes, AMD 51 million - on other incomes are planned. AMD 1.7 billion of the total budget will be the state subsidy.

Within the article "Environmental Protection"1 billion 79 million AMD are planned, 488 million AMD were planned for housing construction and utility costs, street lighting - 179 million AMD, 107 million AMD were planned for cultural programs, and 723 million AMD were planned under the article "Extracurricular education". The city mayor, D. Sargsyan, presented these and other data and answered the questions of the deputies. They were related to the water supply of Ajapnyak, the salaries of SNOCs, etc.

The annual expenses of Askeran region have been planned in the amount of 200 million AMD, compared to the previous year, 2 million 695 thousand AMD more, the expenses of non-financial assets will amount to 1 million AMD. The salary fund will increase by 2 million 503 thousand AMD due to the increase in official rates.

Own revenues are planned to be 146 million AMD, tax revenues will be 96 million AMD, non-tax revenues will be 49 million AMD. The state subsidy will increase by AMD 13 million next year.

The expenses of Martakert region have been planned in the amount of 458 million AMD, which is 0.17 percent more than last year. Own revenues will amount to 122 million AMD, 12 million AMD more.

The expenses of the Martuni region are planned for 476 million AMD. Own revenues will amount to 171 million AMD, 14 million AMD more than last year. 99.5 percent of the budget will be current expenses.

The parliamentary questions were related to the capacity development programs of the regions, the distribution of the apartments under construction, etc.

Chief of Staff K. Shahramanyan presented the expenses of the President's office. The majority of maintenance expenses of 833 million AMD goes to the salary fund - 713 million AMD, the increase of 43 million AMD compared to the previous year is due to the normal increase of official rates.

The expenses for the maintenance of the NA staff will amount to 794 million AMD, it is 12 million AMD more compared to the previous year, of which the increase of 9 million is due to the normal increase in official rates.

The expenses of the State Minister's office are planned in the amount of 231 million AMD, 6 million AMD more than last year. 89.2 percent of the budget is the salary fund.

Maintenance expenses of the Republic of Artsakh Department of the Government Affairs will amount to 349 million AMD. The reduction of 3 million AMD is due to the reduction of expenses by one post and several articles.

78 percent of the expenses fall on the salary fund/274 million AMD/. Program expenses amount to 413, of which 313 million AMD is intended for the reception of delegations.

The expenses of the judicial system are planned to be 733 million AMD, of which 650 million AMD is the salary fund.

The maintenance costs of the prosecutor's office are planned to be 602 million AMD, the increase of 8 million AMD is due to the change in class levels, the costs of internal business trips have been reduced.

The budget of the Ministry of Justice will amount to 507 million AMD, the increase of 48 million AMD is due to the normal increase in salaries, 3 million AMD is intended for internal business trips, 1 million AMD is for the "Professional services" article, and 2 million 800 thousand AMD will be used to purchase equipment.

The joint sitting continued in the second half of the day. The issues of the 2023 financing of the investigative and state inspection management committees, the audit chamber, the state control service, the human rights defender, the civil service council, and the central election commission were presented for discussion.

The expenses of the investigative committee will amount to 580 million AMD, 88.5 percent of which is the salary fund it will be increased by 96 million AMD due to the increase of posts and the change of ratios.

According to Tigran Tsatryan, the Chairman of the Audit Chamber of Artsakh, the 2023 expenditure of the Audit Chamber will amount to 197 million 617.6 thousand AMD, which has increased by 3 million 533.7 thousand AMD compared to last year's plan.

222 million 867.3 thousand drams have been allocated according to the 2023 state budget draft for the provision of public services of the State Control Service of the Republic of Artsakh. Presenting in detail the distribution of finances according to individual articles, the Head of Service, M. Abrahamyan, noted that 164 million 496.6 thousand AMD was planned for the Service in the draft of the state budget for 9 months of 2022.

According to L. Sargsyan, Chairman of the Management Committee of State Inspections of Artsakh, the maintenance costs of the committee are planned to be 339 million 441 thousand 800 AMD, of which the salary fund will be 326 million 297 thousand 700 AMD, which is 96 percent of the committee's total budget.

According to Human Rights Defender, Gegham Stepanyan, the amount to be allocated to the defender's staff in 2023 will be 82 million 333 thousand 400 AMD, which has increased by 4 million 565 thousand 500 AMD compared to the previous year. The salary fund has increased by 4 million 502 thousand 900 AMD, which is due to the increase of the annual and semi-annual reward fund according to the law on "Public Service Remuneration" according to the current legislation, as well as the increase of one position of Assistant Human Rights Defender. The salary fund is 75 million 683 thousand 700 AMD.

Maintenance costs of the Civil Service Council 2023 decreased by 525 thousand AMD, making 123.8 million AMD.

According to the information provided by the Deputy Chairman of the Central Electoral Commission, in 2023, the budget expenditure of the Central Election Commission will amount to 92 million 935.8 thousand AMD, which has increased by 4 million 588.3 thousand AMD compared to the previous year, due to the normal increase in wages.
