Artsakh Republic NA Standing Committee on Science, Education, Culture, Youth and Sports Convened a Sitting

July 20, a sitting of the Standing Committee on Science, Education, Culture, Youth and Sports of the Artsakh National Assembly was convened, which was attended by the State Minister, Artak Beglaryan, Minister of Education,  Anahit Hakobyan, Advisor to the President of Artsakh, Armen Sargsyan and Seyran Hayrapetyan, Chairman of the NA Standing Committee on Defense, Security and Law Enforcement.

The author of the legislative initiatives put on the agenda was the Ministry of Education, Science, Culture and Sports of the Republic of Artsakh.

Justifying the necessity of «Amendments and Additions to the Draft "On Education" of the Republic of Artsakh, the Ministry officials emphasized that it stems from the adoption of a new concept and program of preliminary military training in the field of education and related educational standards for training military officers and specialists, concepts, subject programs, up-to-date professional and methodical literature, educational resources, from the need to create a "Scientific Education Center" that develops technologies.

The draft is being discussed for the third time at the session of the NA Standing Committee on Science, Education, Culture, Youth and Sports. Parliamentarians see a need for further amendment. According to Deputy Metaxe Hakobyan, the issue can be resolved by the government's decisions. She pointed out that the lack of a concrete strategy creates a problem.

The need for the adoption of the draft law "On Amendments and Amendments to the Law of the Republic of Artsakh "On Military Service and the Status of Servicemen" is due to the definition of the possibility of deferring compulsory military service to citizens studying in universities with specialties of priority and importance for the state. The adoption of the project will also ensure the training of qualified personnel and the provision of appropriate qualified specialists in the fields of science and industry.

The strategy for studying in foreign HEIs, issues related to the need for scientific-methodical structures, replenishment of the material and technical base of schools.

It was decided to ensure the participation of the members of parliament in the executive consultations pto make the discussions on the issue more effective.
