Artsakh NA Standing Committee on Social and Health Affairs Convened a Regular Sitting

March 22, the Standing Committee on Social Affairs and Health of the National Assembly of the Republic of Artsakh convened a regular sitting chaired by the Chairman of the Committee, Aram Grigoryan.

As a keynote speaker, Minister of Artsakh Social Development and Migration, Armine Petrosyan, presented the issues on the agenda

The first issue on the agenda was the discussion of the draft law "On Making Amendments to the Law ”On Social Guarantees for Persons Holding State Positions.”" The proposed amendments aim to bring the provisions of the law in line with the Supreme Court's decision of January 14, 2020, GDO-17, to clarify the mechanisms for calculating pensions, and to recalculate.

To ensure the implementation of the decision of the Supreme Court, it is proposed to appoint a pension in accordance with the previous legislation, i.e 55% of the salary, not to judges who have held the position for 10 years or more as of January 1, 2015, but to those who have held the position of judge for at least 10 years. 1. Moreover, as a salary, the basis will be the product of the coefficient of 85 0.85 of the salary received for the last position held as a judge until January 1, 2022.

The next issue on the agenda was the discussion of the bill "On Making Amendments to the Law on State Awards and Honorary Titles of the Artsakh Republic." The submitted draft proposes to appoint and pay an honorarium to a pensioner who has been awarded the Honorary Honorary title and who does not hold any state or community position.

According to the amendments to the draft law "On Making Amendments to the Law on State Pensions" and "On Making Amendments to the Law on Military Service" on the Status of a Soldier " The term of receiving will be from 23 to 26 years old, which is conditioned by the introduction of a 12-year secondary education system in Artsakh, a two-level system of higher education, taking into account the period of compulsory military service for males.

A similar amendment is proposed in the relevant article of the Law on Military Service and Status of Servicemen, according to which the extension of the above-mentioned terms will be extended to the monthly bonuses paid to the student children of deceased servicemen.

It is also suggested to define that the basis for the recalculation of the amount of military pensions is the change (increase) of the coefficient defined by the Law on Remuneration of Public Officials for the last position held by a serviceman.

The next change is aimed at mitigating the effects of the coronavirus and 2020 warfare and covers the pensions of people who have stopped paying pensions from March 15, 2019 to January 1, 2021. If the payment of the pension to these persons has been terminated on the grounds of not receiving a pension for 12 consecutive months or expiring the term of payment of the pension by power of attorney, the pension payments will be resumed by October 1, 2022 or by submitting a power of attorney.

It is also defined that if a person submits the decision of the Ministry commission defining the length of service in the occupied territories as a result of hostilities, before October 1, 2022, then he will be paid the full amount of the pension he has not received since the day of entitlement to the pension.

The Minister gave clarifications to the questions raised by the deputies.

The draft laws will be presented with a positive conclusion for the discussion of the next regular sitting.
