December 13, a sitting of the NA Standing Committee on Defense, Security and Law Enforcement was convened.
The agenda included a package of bills: "On the Police Troops", "On Making Amendments the Law "On Police Service"", "On Making Amendments to the Law "On Defense"", "On Amendments to the Law "On the Immortalization of the Motherland Defense Victims' Memory"". It was presented by the Chief of Police of Republic of Artsakh Ministry of Internal Affairs, Artem Harutyunyan.
The need to adopt the bill is conditioned by the situation created by the post-war war in the Artsakh Republic since September 27, 2020.
As a result of the adoption of the package of draft laws, police troops will be formed in the Artsakh Republic Police. They will take part in the maintenance of public order, ensuring public security, ensuring the legal regime of martial law, the defense of the Artsakh Republic as well as special and important objects. They will also ensure the safety of transporting special goods. In addition, the unity of concepts in the relevant laws will be ensured.
It is proposed to define the concept of police troops, problems, legal bases and principles of activity, responsibilities and rights of police servicemen, state guarantees of legal and social security for servicemen and their families, as well as the procedure for financing and logistical support of police forces.
The bill was approved by the Artsakh NA Standing Committee on Defense, Security and Law Enforcement. It will be presented in the first reading for discussion at the forthcoming regular sitting.
