December 9, the sitting of the Artsakh NA Standing Committee on Budget, Financial and Economic Management took place.
The issues of discussing the drafts "On Making Amendments and Addenda to the Law "On Local Duties and Payments"" and "On Making Amendments to the Law "On Mandatory Fees for Regulation of Public Services"" were put on the agenda.
The draft law "On Making Amendments to the Law on Local Duties and Payments" has been submitted by the Minister of Territorial Administration and Infrastructure of the Republic of Artsakh, Hayk Khanumyan. The draft proposes regulations of local duties by law, definition of the payment privilege and the process of applying for a community-based service provider privilege, which will allow to organize that process faster and more affordable.
The nature of the proposed regulation of the draft law "On Amendments to the Law "On Compulsory Fees for the Regulation of Public Services" was presented by Gevorg Grigoryan, Chairman of the SCRC Committee of the Republic of Artsakh. The proposed regulation is aimed at stabilizing the situation in the field of public services in 2022 and ensuring the effectiveness of the policy implemented by the Committee. With the proposed change, the Committee will be able to lighten the burden of mandatory settlement fees, bringing the amount of mandatory settlement payments in 2022 as close as possible to the amount of mandatory settlement payments calculated for those fees in 2020.
The committee made proposals on the drafts, which were adopted by the authors.
The Commission gave a positive conclusion to the draft laws with 6 votes in favor. The bills will be included in the agenda of the forthcoming regular sitting of the National Assembly.
