Committee Discussions on the Draft Law " On the Republic of Artsakh State Budget 2022" Are Over

December 7, the sitting of the NA Standing Committee on Budget, Financial and Economic Management took place. It was chaired by Artur Harutyunyan, Chairman of the Standing Committee on Budget, Financial and Economic Management.

 

The issues of discussing the draft laws "On the Republic of Artsakh State Budget 2022" and "On Making Amendments and Addenda to the Law "On Remuneration of Civil Servants"" were put on the agenda.

 

Artur Harutyunyan noted that at the joint meetings of the committees and parliamentary factions there were keen discussions and the parliamentarians made proposals.

 

According to the Republic of Artsakh Minister of Finance, Vahram Baghdasaryan, the proposals voiced by the deputies will be discussed and, if possible, will be included in the amended version of the budget.

 

Then the draft of the main financial and economic document of the Republic of Artsakh for 2022 was put to a vote and with 3 for, 2 abstentions it was approved by the Standing Committee on Budget, Financial and Economic Management.

 

The Chairman of the Head Committee reminded that on December 16 the amended version of the budget will be submitted to the parliament for discussion. Meanwhile, the deputies are given an opportunity to submit written proposals to the government before 17.00, December 7.

 

The draft law "On Making Amendments to the law "On Remuneration of Persons Holding State Positions"" was submitted by the Minister of Finance of the Republic of Artsakh, Vahram Baghdasaryan. According to the substantiation presented by the Minister, taking into account the 2020 military operations carried out by the Azerbaijani-Turkish Armed Forces against the Artsakh Republic, including a number of programs aimed at resolving social and psychological problems in Artsakh, the Government of the Artsakh Republic has also initiated an increase in the salaries of the employees of the state system, organizations financed from the state budget, and in that context there is a need to make changes in the law.

 

The draft proposes an average increase of 9% in the salaries of high-ranking political, discretionary, civilian officials, an average increase of 17% in the salaries of non-senior officials in civilian positions, and an increase in the salaries of civil servants, including military service, increase the remuneration of Rescue service employees by an average of 20%.

 

It is proposed to particularly clarify the cases of non-reduction of high salaries retained from July 1, 2014, in cases of promotion to the position of an employee, as well as in cases of appointment to another position in connection with reorganization. of those, preserved from July 1, 2014

 

With 5 votes in favor the bill was submitted for discussion at the next regular sitting.
