Discussions of the Draft Law "On the Republic of Artsakh State Budget 2022" Continue at the Artsakh NA Joint Sittings

December 2, the joint sitting of the Standing Committees on State and Legal Affairs, Budget, Financial and Economic Management of the National Assembly of the Artsakh Republic was held under the chairmanship of S. Aghajanyan and Arthur Harutyunyan.

The issue of financing state, local self-government, judicial bodies and the Prosecutor's Office envisaged in the draft law "On the Republic of Artsakh State Budget 2022" was discussed at the sitting.

According to Stepanakert Mayor Davit Sargsyan, the 2022 draft budget of the city community is envisaged in the amount of 2 billion 499 million 97.4 thousand drams in terms of revenues, 2 billion 499 million 97.4 thousand drams in terms of expenditures. The expenses will be directed to the financing of construction, environment protection, housing construction, communal and cultural services, education programs.

According to the Deputy Head of the Regional Administration Levon Tsatryan, the 2022 expenses of the administration of Askeran region made 204 million 858.4 thousand drams, which increased by 30 million 858 thousand drams as compared to the previous year. The expenses will be directed to the salary, energy services and current repairs of buildings and structures. Compared to the 2021 budget, 2022 expenditures have been reduced by 6 articles. The expenses of the local self-government bodies of the region in the draft state budget of 2022 are envisaged in the amount of 390 million 24 thousand drams. Expenditures have increased by 27 million 17 thousand drams compared to 2021. A subsidy of 254 million 165 thousand drams is envisaged in the draft state budget 2022 for Askeran local government.

According to the head of the regional administration A. Avanesyan, the own revenues of the 2022 community budget of Martakert region amounted to 109 million 640 thousand, which decreased by 959 thousand drams compared to 2021 due to the arable lands, livestock and lack of cultivation of arable lands.

The expenditure part of the 2022 budget of the region made 457 million 365 thousand drams, the increase of which is conditioned by the increase of salaries.

Presenting in detail the expenses envisaged by the draft budget of the district staff for 2022, the Head of Martuni regional administration Edik Avanesyan noted that that the volume of expenses amounted to 202 million 609.9 thousand drams. The revenue part of the community budget of Martuni region, according to the version presented by the communities, makes 154 million 683.7 thousand drams, and in the version proposed by the Ministry of Finance - 174 million 167.3 thousand drams. The expenditure part has increased by 259 million 88.9 thousand drams compared to the previous year.

Then, the officials of the local self-government bodies answered the questions raised by the deputies, which referred to the sanitary-hygienic situation of the capital, the improvement of the yards and streets, the renewal of the sanitation base in the regions, the problem of drinking water in communities, post-war damage elimination, renovation of community houses, the approximate number of the population conditioned by the construction of newly built residential districts, etc.

The joint sitting then continued with the discussion of the expenses of the state administration and judicial bodies. According to Karen Shahramanyan, Chief of Staff of the President of the Artsakh Republic, the 2022 budget of the Office of the President of the Republic of Azerbaijan is planned at 883 million 737 thousand drams, which has increased by 120 million drams as compared to 2021, due to the increase of salaries and normal growth of the salary fund.

The allocations envisaged to the parliament by the 2022 state budget make 779 million 603.6 thousand drams. The relative increase is due to the increase in salaries and the normal increase in the rates of civil servants.

The 2022 maintenance expenses of the staff of the State Minister of the Republic of Azerbaijan will make 224 million 478 thousand drams.

The budget for the 2022 expenditures of the Government of the Office of the Republic of Artsakh President of the is 341 million 918 thousand drams, which is about 12 million 567 thousand drams more than in 2021. The increase in expenses is due to the increase of the salary fund. At the same time, due to the optimization of the management staff, the above-mentioned increase was made less than planned. There was no change in other expenditure items.

The expenses for the maintenance of the judicial system are envisaged in the amount of 738 million 837 thousand drams, which has increased by 13.4% as compared to the 2021 budget, conditioned by the normal increase of salaries.

Presenting the 2022 apparatus expenditure, Chairman of the Investigative Committee Igor Grigoryan noted that that it is envisaged in the amount of 470 million 686,800 thousand drams. Compared to 2021, the amount has increased by 115 million 771, 6 thousand drams, taking into account the increase of coefficients and the increase of salaries.

Presenting the expenses of the Audit Chamber in 2021, the Chairman of the Chamber's Council Tigran Tsatryan noted that it will make 194 million 83.9 thousand drams, which has increased by 39 million 702.3 thousand drams more than last year.

According to Human Rights Defender Gegham Stepanyan, the amount to be allocated to the staff of 2022 Defender will make 78 million 267,900 thousand drams, which has increased by 14 million 571,400 thousand drams compared to the previous year. In order to ensure the efficiency of the Ombudsman's functions, the staff has created a new article - professional development services, for the implementation of which 400 thousand drams will be provided.

According to Boris Arushanyan, Chairman of the Civil Service Council, the 2022 maintenance costs of the council increased by 20 million 267 thousand drams, amounting to 123 million 945 thousand drams, the amount of short-term personnel reserve set by the government is 150 million drams, 16 million drams for training.

According to the information provided by the Chairman of the Central Electoral Commission Siran Avetisyan, the budget expenditure of the Central Electoral Commission 2022 will make 88 million 347.5 thousand drams, which has increased by 11 million 904.5 thousand drams.
