October 12, the National Assembly debated on the Draft Government Decision « On Approving the Procedure for Implementing the Housing Program for the Families of Persons Killed / Dead / Missing or First Group Disabled as a Result of the War Operations Unleashed by Azerbaijan Against the Republic of Artsakh on September 27, 2020». State Minister of the Republic of Artsakh, Artak Beglaryan, Chairman of the Housing Committee Armen Mangasaryan and Susanna Abrahamyan, Head of the Socio-Economic Department of the State Minister's Office were present at the discussion. He informed that the authorized body will have a website for the registration of beneficiaries, and the application forms will also be accepted electronically. When determining the priority of applications, the need not the application deadline will be taken as a basis.
It is planned to build and acquire 6,500 apartments and houses.
In the primary market, the price per square meter of housing should not exceed 360 thousand drams, in the secondary market - in Stepanakert - 240 thousand drams (the total cost should not exceed 26 million drams), in the case of residential buildings - 200 thousand drams (the total cost should not exceed 36 million drams), in district centers in apartment buildings - 120 thousand drams, in residential buildings - 100 thousand drams.
The number of living houses in the regional centers should not exceed 15 million drams, in rural settlements - 10 million drams. The cost of repairs and purchases should not exceed the self-sufficiency of new buildings.
The apartments will be commissioned for a period of 10 years, from 16 to 22 sq. The apartments will be equipped with household appliances and furniture worth 2 million drams.
A contract without a quarterly delivery will be terminated, if the beneficiary will not live in the quarter for 3 months.
The project is planned to be completed by September 2024.
After the presentation of the draft, the deputies asked questions to the speaker. State Minister Artak Beglaryan and Head of the Socio-Economic Department of the State Minister's Office Susanna Abrahamyan also gave the necessary clarifications.
Since October 6, the draft resolution has been in circulation in the parliament. Vice-President of the National Assembly, Gagik Baghunts reminded, that the parliamentarians have the opportunity to submit proposals until tomorrow.
