Artsakh Republic NA First Sitting of the 4th Session of the 7th Convocation Was Convened

September 29, the Republic of Artsakh NA first sitting of the 4th session of the 7th convocation was convened.

With a minute of silence, the parliamentarians honored the immortal memory of the Armenians killed in the 44-day war then proceeded to legislative work. The report included the conclusion on the budget execution, analysis of reports, external audit and other information.

According to the data submitted by the Chairman of the Chamber, the total financial volume included in the audit made 18,142,366.7 thousand drams or 33.7% of actual costs. 3 out of 4 program points have been implemented, one has been suspended.

The Chairman of the Audit Chamber of the Republic of Artsakh presented the inconsistencies and shortcomings revealed as a result of the audit. The total amount of inaccuracies amounted to 476 million drams.

The Chairman of the Chamber clarified the issues raised by the deputies.

Davit Galstyan, the Head of the "Justice" faction, exchanged views on the report.

Mekhak Arzumanyan, Head of the Emergency Situations Service of the Republic of Artsakh, submitted   the bill "On Making Amendments to the Law “On Civil Protection”" to the National Assembly for discussion. The additions and amendments suggested by the draft are related to the structural changes conditioned by the establishment of the Ministry of Internal Affairs.

After receiving the positive conclusion of the NA Standing Committee on Defense, Security and Law Enforcement on the draft law, the law was adopted by 29 votes in favor.

The draft law "On Making Amendments and Addenda to the “Criminal Code" “was submitted by the Chief of Police of the Republic of Artsakh, Artem Harutyunyan. The purpose of the law is to neutralize the contradictions in the Criminal Code.

According to the positive conclusion of the Head Standing Committee on Defense, Security and Law Enforcement, the bill was adopted as a law in the plenary session with 30 votes in favor.

According to the draft law "On Amendments to the Law “On Weapons"”, it is proposed to reserve the right to award weapons to the Minister of Internal Affairs.

After receiving the positive conclusion of the Standing Committee on Defense, Security and Law Enforcement, the parliament adopted the law with 31 votes in favor.

The draft law "On Making Amendments to the Law “On Service in National Security Bodies"”, removes a number of provisions of the current law, and the draft law "On Amendments to the Law “On National Security Bodies"” clarifies the grounds for carrying and using weapons by system employees.

With the positive conclusion of the Head Committee, the parliament adopted the laws.

The draft law "On Making Amendments to the Law”On Notary"” was submitted by the Republic of Artsakh Minister of Justice, Zhirayr Mirzoyan.

The draft law defines the fact of operating only one notary territory in the Artsakh Republic and arranging the notary business trip to the Republic of Armenia to carry out notarial acts among the displaced population.

According to the reasoning of the Minister of Justice, the adoption of the project will provide convenience of using notarial acts, which will eliminate unnecessary hassles in this area.

The Standing Committee on State and Legal Affairs had previously approved the bill, which was approved by a vote of 30 to 30.

In the second part of the sitting, the questions of the deputies were answered by the President of the Republic of Artsakh, Arayik Harutyunyan and the members of the government. More than 2 dozen questions were asked by 14 deputies. They referred to the foreign policy, the status of Artsakh, the agenda of the Minsk Group Co-Chairs' visit, the relations with the Armenian authorities and political circles, housing programs and renovation of war-damaged houses, borrower support program, refugee issues in Armenia, non-gasified communities, educational and social issues.

Deputies Seyran Hayrapetyan, Gagik Baghunts, Metakse Hakobyan, Aram Grigoryan made statements.
