We believe that the war is over, the conflict is over,” he said. At the same time, Aliyev stated that Azerbaijan will continue to strengthen its position on the border with Armenia. - The status of Artsakh must be determined within the framework of the OSCE Minsk Group, not by Azerbaijani President, Ilham Aliyev. The OSCE Minsk Group must take bolder steps. That is, the resumption of the round-table negotiations, which have taken place before the 44-day war. The President of Azerbaijan realizes that in case of starting the negotiation process, they will have few trump cards. And therefore they do everything to lead the negotiations to deadlock. Taking into account all this; the OSCE Minsk Group should not be indifferent to the mandate, granted by the conflicting and warring sides. I repeat again, that Artsakh must have a clear status. Without a status Artsakh will not have a future. Artsakh cannot survive as part of the totalitarian Azerbaijan. We hope that the talks will be restored, where both the status and returning of our forcibly displaced compatriots and the issue of occupied territories will be discussed. - Mr. Tovmasyan, how would you present the situation of our Artsakhi compatriots today? It takes a long time to overcome the post-war stress. Today the main task of the Artsakh authorities is to urgently provide housing to our forcibly displaced compatriots. This year, about a thousand housing issues should be solved in Stepanakert. More than that will be needed in the rural areas. - Will those thousand apartments be ready this year? Approximately, five hundred and fifty apartments will be ready before the New Year's Eve.
