February 6, a joint sitting of the Artsakh Republic National Assembly Standing Committees on Production and Manufacturing Infrastructure and Budget, Financial and Economic Management was held.
Members of the government headed by the Minister of State-Finance Grigory Martirosyan as well as the officials of the "Artsakhenergo" and "Artsakhgaz" companies have been invited.
The topic of discussion was the utility services compensation program. According to Grigory Martirosyan, the 2021 draft budget envisages a subsidy of 12 billion drams. Compensation for natural gas consumption in the winter months is up to 180 cubic meters inclusive, for electricity consumption up to 500 kw/h inclusive. Electricity compensation for non-gasified settlements and communities is envisaged up to 1500 kw/h inclusive. For 2021, the payment for the maintenance of the indoor gas consumption system will be refunded in full.
The Minister of Territorial Administration and heads of "Artsakhenergo" and "Artsakhgaz" companies made reports. They presented possible best options.
Parliamentarians made proposals. It was about increasing the threshold for subsidizing electricity tariffs from 500 kw/h to 750 kw/h instead of the current one, reduction of tariffs for gas and electricity instead of compensation, distribution of summer compensation in winter months.
The issue will be further discussed after the presentation of the study results by the appropriate bodies.
