Artsakh Republic National Assembly Convened an Extraordinary Session.

Opening the session, the Head of the National Assembly Artur Tovmasyan stated that in accordance with Article 114 of the Constitution of the Artsakh Republic and Article 40 of the Law on the "Rules of Procedure of the National Assembly" the following issues have been included in the agenda of the extraordinary session convened on the initiative of the President of the Republic.

1. The draft law ""On Making Amendments and Addenda to the Law "On Compensation for Damages Caused to the Life or Health of Servicemen during the Defense of the Republic of Artsakh"" (Official Representative of the President of the Artsakh Republic, Minister of Justice of the Artsakh Republic Karen Danielyan).

2. The draft law "On Making Amendments to the Civil Code" (Official Representative of the President of the Artsakh Republic, Minister of Justice of the Artsakh Republic Karen Danielyan).

3. The package of draft laws "On Making Amendments to the Law "On the State Emergency Service of the Artsakh Republic"", "On Making Amendments to the Law "On Police", "On Making Amendments and Addenda to the Law "On Service in the Police"" (Official Representative of the President of the Artsakh Republic, Minister of Justice of the Artsakh Republic Karen Danielyan).

The Head of the "United Motherland" faction Marcel Petrosyan suggested announcing a 20-minute break before moving on to the issues on the agenda.

After the break, the National Assembly continued the work of the extraordinary session.

The draft law "On Making Amendments and Addenda to the Law "On Compensation for Damages Caused to the Life or Health of Servicemen during the Defense of the Republic of Artsakh" was submitted to the National Assembly for discussion by the official representative of the Artsakh Republic President, Minister of Justice of the Artsakh Republic Karen Danielyan. According to the latter, the change in the draft law is connected with the increase of the number of the Fund's beneficiaries and the amount of insurance compensations as a result of the war in 2020.

The draft proposes:

• Transition from the flat method of payment of the stamp fees by individuals to a progressive system, according to which, depending on the amount of income, the stamp duty payers will pay a stamp duty in the amount of 1500 to 15000 AMD, and the individual entrepreneurs will pay from 18000 AMD to 180,000 AMD.

• in cases of ensuring the right of volunteers to receive compensation, the person should apply to the Ministry of Defense in accordance with the procedure established by the Government, receive a certificate on the basis of which he / she can already apply to the Compensation Fund and receive compensation;

• Provide compensation for damage to the life or health of servicemen also in cases when the damage to the life or health of servicemen was caused as a result of an enemy offensive.

The representative of the Artsakh Republic President informed that it is proposed to extend the law to the relations arising from September 27, 2020, and to collect stamp fees for the reporting period starting from January 1, 2021. Answering the questions posed by the parliamentarians, the official representative of the President gave relevant clarifications.

 Artur Harutyunyan, Chair of the NA Standing Committee on Budget, Financial and Economic Management, made a related report, presenting the positive conclusion with the ratio of 6 votes in favor of the Head Committee sitting draft.

Artur Harutyunyan announced that the "Free Homeland-UCA" faction will vote for the bill.

NA President Artur Tovmasyan and MP Davit Ishkhanyan exchanged opinions.

After the discussion on the draft and receiving the positive conclusion of the NA Standing Committee on Budget, Financial and Economic Management, the parliament unanimously adopted the draft law.

The draft law "On Making Addenda and Amendments to the Civil Code" was submitted to the National Assembly for discussion by the official representative of the President of the Artsakh Republic, Minister of Justice of the Artsakh Republic Karen Danielyan.

The draft law proposes to allow servicemen missing in connection with hostilities and other citizens to be declared missing in court if there is no information on the location of a serviceman or other citizen within 3 months, as well as to set the period for declaring a missing person dead by a court under the same conditions, instead of 2 years, 1 year after the end of hostilities.

The provisions of the law will apply to the relations arising from September 27, 2020.

Sevak Aghajanyan, Chairman of the Leading Committee, made a related report. The latter mentioned that the NA Standing Committee on State and Legal Affairs gave a positive conclusion to the bill.

The parliament unanimously adopted the bill.

The last issue on the agenda was the discussion of the package of draft laws: "On Making Amendments to the Law "On the State Emergency Service of the Artsakh Republic"", "On Making Amendments and Addenda to the Law "On Police"", and "On Making Amendments and Addenda to the Law "On Service in the Police"", which was presented by the official representative of the President of the Artsakh Republic, Minister of Justice Karen Danielyan.

According to the Minister, amendment of the draft law is aim at the optimization of the public administration system in the Artsakh Republic and the increase of efficiency and accountability related to the situation after the 2020 war.

The bill proposes:

• To include the State Emergency Service of the Artsakh Republic and the Police of the Artsakh Republic in a single body, the Ministry of Internal Affairs,

• The direct management of the State Emergency Service of the Artsakh Republic and the Police of the Artsakh Republic should be carried out accordingly but the overall management should be carried out by the Artsakh Republic Minister of Internal Affairs.

Before voting on the issue, Artur Mosiyan, the Head of the "Armenian Revolutionary Federation" faction, stated that the faction would vote against the package of bills, and Gegham Stepanyan, the Head of the "Democratic Party of Artsakh" faction, stated that the faction would abstain from voting on the bill. After the discussion on the draft and receiving the positive conclusion of the NA Standing Committee on State and Legal Affairs, the Parliament passed the bill with 16 votes in favor, 4 against and 8 abstentions. The National Assembly President, Artur Tovmasyan, considered the extraordinary sitting closed.
