December 30, 2020 the regular sitting of the Artsakh Republic National Assembly took place.
Opening the sitting, the Head of the National Assembly made an introductory speech, where analyzing the situation created by the 44-day war, he underlined:
«In the South Caucasus region we were the first to suffer and with stand the blows of the international terrorism. And in this context there were no adequate responses and assessments from the international community. It said that we should rely on our own strength and capabilities while at the same time pointing to the Russian peacekeeping forces for gratitude. »
The NA President concluded his speech with endurance appropriate to the people of Artsakh.
«In this force majeure situation, when the country's economy was completely paralyzed, our population has suffered strong moral and psychological shocks, there was a unequivocal demand from each of us to soberly assess the situation, rediscover the image of the typical perseverance of the people of Artsakh and move forward. »
Before proceeding to the sitting, the parliament observed a minute of silence in memory of the bright memory of the victims of the Artsakh war.
Then the Parliament approved the agendas of the 2nd session of the 7th convocation and the sitting of December 30. Afterwards he touched upon the issues of mandatory discussion. The first one was the issue of unpointing a member of the Artsakh Republic Audit Chamber.
Artur Harutyunyan, Chairman of the NA Standing Committee on Budget, Financial and Economic Management, nominated Mikael Henrik Musayelyan for the post of a member of the Chamber in accordance with Article 128 of the NA Rules of Procedure.
After hearing the information on the candidate's professional activities and receiving clarifications, the parliament proceeded to a secret ballot. Summing up the results of the secret ballot, the chairman of the counting commission Davit Baghdasaryan noted that 28 deputies voted for the candidate and 1 against. According to the results of the voting, the NA President published the following decision.
«In accordance with the Article 161, Part 9 of the Republic 0f Artsakh Constitution, Article 16, Part 2 of the Law «Օn the Audit Chamber», the National Assembly decides to elect Mikhael Henrik Musayelyan a member of the Audit Chamber for the term of office until January 16, 2023. »
The next item on the agenda was the «Annual Report on the Activities of the Audit Chamber for 2019» which was presented by Shushanik Hayrapetyan, a member of the Audit Chamber.
According to Article 109 of the NA Rules of Procedure Law, the deputies proposed to include in the agenda of the regular sitting of the National Assembly for December 2020 "Oral questions by the NA deputies addressed to the President of the Republic and the members of the Government". 22 questions were raised by 11 deputies, to which the members of the government gave exhaustive answers.
The National Assembly continued its work after the announced break. According to Article 109 of the law «NA Rules of Procedure», the deputies proposed to include in the agenda of the regular sitting of the National Assembly for December 2020 "Oral questions by the NA deputies addressed to the President of the Republic and the members of the Government". 22 questions were raised by 11 deputies, to which the members of the government gave exhaustive answers.
In the end, 5 NA deputies made a statement. Summing up the December 30 National Assembly sitting of the 2nd session of the 7th convocation, the NA President Artur Tovmasyan made the following proposals on the legislative changes:

The 2nd session of the 7th convocation of the National Assembly was declared closed.
