June 18, a joint sitting of the NA Standing Committees on State and Legal Affairs and on Budget, Financial and Economic Management was held, chaired by Sevak Aghajanyan and Artur Harutyunyan.
The annual report on the implementation of the 2019 state budget was discussed.
Chief of Staff of the Republic of Artsakh President, Karen Danielyan, presenting the staff maintenance expenses of the previous year, noted that it made 561 million 792 thousand drams, the execution - 493 million 672 thousand drams, or 87.9%.
To ensure the normal operation of the National Assembly of the Artsakh Republic, according to Chief of Staff Robert Ghahramanyan, 600 million 956 thousand drams was envisaged from the state budget, the execution - 588 million 898 thousand drams, or 98%.
In 2019, 341 million 623 thousand drams were allocated from the state budget to the Administration of Governmental Affairs the Republic of Artsakh President's Office. According to Araik Lazaryan, Head of the dministration of Governmental Affairs of the President’s Office, the budget execution amounted to 316 million 5 thousand drams, or 92.5% of the budget.
Presenting the report on the budget execution of the Ministry of Justice, the Minister Siran Avetisyan noted that it made 353 million 259 thousand drams, the adjusted plan - 355 million 97 thousand drams, the execution - 351 million 285 thousand drams, or 98.9%.
According to the report of the Head of the Supreme Judicial Council, Gayane Grigoryan, 587 million drams were allocated from the state budget for the expenses of the judicial system, the expenses - 575 million drams, or 97.3%.
According to Prosecutor General Mher Aghajanyan, the Prosecutor's Office recorded significant savings of 42 million 385 thousand drams in the reporting year. The total cash expenditures from 510 million 372 thousand drams allocated to the Prosecutor General's Office in the reporting year amounted to 467 million 987 thousand drams, the actual expenditures - 466 million 265 thousand drams.
The sitting of the committees then continued with the participation of the Chairman of the Investigative Committee, the Chairman of the Audit Chamber, the Human Rights Defender, the Chairman of the Civil Service Council and the Chairman of the Central Electoral Commission.
Prior to the report, Igor Grigoryan, Chairman of the Investigative Committee, noted that on June 14, 2019, the National Assembly adopted the law «On the Investigative Committee», which came into force on July 1 of the same year.
«The Investigative Committee has actually started to be formed after July 2019, and the transfer of investigators from other bodies started in August,» Igor Grigoryan said.
Turning to the presentation of the report, the Chairman of the Investigative Committee stated that 140 million 872 thousand drams were allocated from the state budget for the maintenance of the Investigative Committee in the reporting year, of which 116 million 480 thousand drams were actually financed.
According to the Chairman Ernest Avanesyan, 143 million 880 thousand drams was envisaged from the state budget to maintain the Audit Chamber, the actual performance was 138 million 22 thousand drams, or 96%.
According to the Human Rights Defender Artak Beglaryan, 47 million 452 thousand drams was planned to be allocated for the maintenance of the Human Rights Defender's Office during the reporting year, the actual financing amounted to 44 million 789 thousand drams or 94.4% of the planned amount.
In 2019, 106 million 157 thousand drams were allocated to the Civil Service Council from the state budget. According to the Chairman of the Council Boris Arushanyan, the performance made 102 million 960 thousand drams, or 97%.
According to the Head of the Central Electoral Commission Srbuhi Arzumanyan, in the reporting year funds were allocated to the CEC through two programs: «Maintenance of Republican and Territorial Administration Bodies of State Executive Power» and «Elections» budget programs as well as from the reserve fund of the Government of the Republic of Artsakh for the implementation of new signature collection works enshrined in the Constitution of the Republic of Artsakh and organizing early local elections in three communities.
According to the CEC Chair,
Within the program «Preservation of Republican and Territorial Administration Bodies of State Executive Power», 38 million 732 thousand drams were envisaged from the state budget, performance - 36 million 52 thousand drams or 93.1% from the state budget.
For the «Elections» budget program 111 million 62 thousand drams was envisaged, 101 million 450 thousand drams or 91.4% of the planned was spent.
The Central Electoral Commission was also provided with 4 million 333 thousand drams from the reserve fund of the Government of the Republic of Artsakh for holding special elections in Berkadzor community of Askeran region, Kichan community of Martakert region and Van community of Kashatagh region, as well as 4 million 321 thousand drams for the organization of signature collection works in the summer of 2019 or 99.7% of the planned amount.
