December 17, regular sitting of the Inter-Parliamentary Committee on Cooperation between the National Assembly of the Republic of Artsakh and the National Assembly of the Republic of Armenia took place co-chaired by Ashot Ghoulyan and Ararat Mirzoyan, the National Assembly Presidents of the two countries.
The heads of the two parliaments had a private talk before starting the sitting of the parliamentary committee.
Presidents of the Parliaments positively assessed the ongoing development of institutional relations between the parliaments, discussing and coordinating issues of legislative and pan-Armenian significance in various formats.
After the private talk the regular sitting of the Inter-Parliamentary Committee on Cooperation between the Republic of Artsakh National Assembly and the Republic of Armenia National Assembly began.
Opening the sitting, Artsakh Parliament President Ashot Ghoulyan spoke both about effective relations established between the parliaments of the two countries in internal affairs and the importance of the work of the Armenian parliamentarians to promote Artsakh viewpoint in the international arena and to invite MPs of different countries to the Republic of Artsakh.
Speaking about the agenda of the joint sitting, the Republic of Artsakh NA President noted that it included the discussions on the Azerbaijani-Karabakh conflict, as well as current issues regarding legislative activity.
«This enables us to coordinate our work in the foreign policy field and conduct coherent policy in both directions in the two Armenian republics», Ashot Ghoulyan noted.
In his welcoming speech, RA NA President Ararat Mirzoyan also emphasized the peculiarity of the work of the inter-parliamentary committee, considering it an important channel for the relations and cooperation of the two parliaments. In this context the Head of the RA NA singled out the role of Armenia on international platforms and the work that has been done mainly aimed at neutralization of unfavorable non-pro-Armenian resolutions, voicing the position of Artsakh and promoting the national interest.
Speaking about the upcoming 2020 national elections, Ararat Mirzoyan noted:
«There is no alternative to holding free and fair elections. The upcoming elections in Artsakh are another challenge, a test for the entire Armenian nation, to prove that we can and will continue to thrive in a free environment.»
The first issue of the agenda on the talks about the Azerbaijani-Karabakh conflict on different platforms was presented by a correspondent member of the National Academy of Sciences of the Republic of Armenia, the Head of the NGO «Academy of Political Studies».
The latter made its report on three points: the development of negotiation formulas, the accuracy of diplomatic speech and the correct application of concepts.
Members of the Inter-Parliamentary Committee raised questions on the right to self-determination and territorial integrity, scientific substantiation of the problem and other topics and made speeches. The Deputy Foreign Ministers of the Republic of Artsakh, Armine Alexanyan and Felix Khachatryan were present at the discussion.
After the break the sitting of the Inter-Parliamentary Committee continued by discussing the issue on the agenda on the overall strategy and draft provisions of the Republic of Armenia bill «On Higher Education and Science». NA Standing Committee on Science, Education, Culture, Youth and Sport, Minister of Science, Education and Sport of the Republic of Artsakh Narine Aghabalyan and rectors of state and accredited universities of Artsakh have been invited to the discussion.
Hovhannes Hovhannisyan, Deputy Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport made a report on the topic which outlined the main points of the project, in particular, referring to the research activities of universities and lecturers, credit system innovations, strengthening interdisciplinary relationships, student council activities and other areas proposed by the project. Hovhannes Hovhannisyan clarified the content of the textbooks, school-university parallel work, integrated learning program and other questions raised by MPs on other topics. Members of the Inter-Parliamentary Committee and the invited speakers made speeches, expressing their concerns and views on the submitted draft.
An agreement has been reached to additionally discuss the bill in the relevant committees and submit the suggestions.
The final part of the committee sitting has been held in a closed format during which other topics of mutual interest were discussed.
Summing up the results of the sitting, the heads of the parliaments have found it effective and useful.
After the sitting of the Inter-Parliamentary Committee the NA presidents, Co-Chairs of the Inter-Parliamentary Committee on Cooperation between the National Assembly of the Artsakh Republic and the National Assembly of the Republic of Armenia, Ashot Ghoulyan and Ararat Mirzoyan had a briefing during where they touched upon the results of the sitting and answered the journalists' questions.
In the second half of the day the RA NA delegation visited the Defense Army Units, after which the RA NA President Ararat Mirzoyan and the Artsakh NA President Ashot Ghoulyan visited Shushi, where the RA NA President donated paintings to the Museum of Fine Arts.
