November 29, the joint sitting of the Republic of Artsakh National Assembly Standing Committees on State and Legal Affairs and on Budget, Financial and Economic Management was held under the chairmanship of Hovik Jivanyan and Aram Grigoryan. Issues of financing state bodies, local self-government, the judiciary and the prosecutor’s office envisaged in the draft law "On the Republic of Artsakh State Budget 2020."
Mayor of Stepanakert David Sargsyan, presenting the cost of maintaining the municipality, noted that next year it will make 317 million 868 thousand drams. From the state subsidy of 2020, 1 billion 410 million 581.2 thousand drams will be transferred to the community budget.
The maintenance cost of the Martouni district administration is planned to be 158 million 741 thousand drams instead of 144 million 738 thousand drams in 2019. According to the Head of Administration Ararat Melkumyan, the increase is due to the presence of a new article "Rewards, cash incentives and special payments" in the budget for next year. 184 million 908 thousand drams from the state budget will be allocated for the communities of the region.
The cost of maintaining the Askeran district administration, according to the Head of the Regional Administration Hakob Ghahramanyan, in 2020 will make 175 million 392 thousand drams. The state budget will provide 217 million 969.8 thousand drams to the communities of Askeran region.
According to Nver Grigoryan, Deputy Head of the Hadrout District Administration the envisaged budget for the next year maintenance cost of the regional administration is 141 million 437 thousand AMD. Subsidies provided to the district will be 251 million 935 thousand drams instead of 194 million 031 thousand drams in 2019.
According to Edgar Harutyunyan, Head of Martakert Region Administration, State budget for maintenance of regional administration will make 167 million 373 thousand AMD, which is, compared to the annual expenses of the current year, increased by 13 million. A grant of 333 million 700 thousand AMD will be provided to the communities of Martakert region.
According to the Head of the Shushi District Administration Vladimir Kasyan, the cost of maintaining the administration in 2020 will make 118 million 283.1 thousand drams. 109 million 407.5 thousand drams grants will be provided to the communities.
Expenditure for maintenance of Kashatagh region administration is envisaged to be 288 million 387.8 thousand drams next year. 319 million 679.8 thousand drams will be provided to the communities from the state budget.
According to the Head of Shahumyan District Administration Gagik Martirosyan, in 2020 the maintenance cost of the administration is envisaged 129 million 588.2 thousand drams, the subsidy to the communities will make 139 million 940.2 thousand drams.
The heads of regional administrations answered the questions raised by the deputies.

Head of the Office of the Republic of Artsakh President, Marat Musaelyan, presenting the total cost of staff envisaged in the 2020 budget, noted that it amounted to 619 million 225 thousand drams, which increased by 57 million 437 thousand drams as compared to the current year due to the increase of salary fund and provision of remuneration.
According to the Head of the Staff of the National Assembly Garik Zhamharyan, the expenses of the parliament will make 656 million 132 thousand drams next year instead of 601 million in 2019.
According to Arayik Lazaryan, the Head of the administration of governmental affairs of the President’s office – first deputy head of the President’s office, by the 2020 draft state budget maintenance cost of the apparatus is estimated at 380 million 664 thousand AMD. It has increased by 19 million drams as compared to the expenses of the current year.
According to the Head of the Supreme Judicial Council Gayane Grigoryan, the amount allocated to the Council from the state budget will make 648 million 446 thousand drams, which has increased by 10.4% compared to 2019.
The Acting Prosecutor General Aramayis Avagyan reports that in 2020 the prosecution will spend 562 million 888 thousand drams instead of 510 million 372 thousand drams this year.
According to Minister of Justice Ararat Danielyan, the budget allocated to the justice system is 372 million 799 thousand drams, having increased by 20 million 538 thousand drams.
The third part of the Standing Committees on State and Legal Affairs of the National Assembly and on Financial-Budgetary and Economic Management joint sitting continued by discussing the costs of the Investigative Committee, Chamber of Audit, Human Rights Defender, Civil Service Council and the Central Election Commission.
Igor Grigoryan, Chairman of the Investigative Committee, presenting the cost of the unit in 2020, noted that it is planned 341 million 729 thousand AMD. The amount has increased by 200 million 857 thousand drams as compared to 2019, taking into account that the structure has been established and has been operating since July 1 of the current year.
Presenting the expense of the Audit Chamber for 2020, the Head of the Chamber Ernest Avanesyan noted that it will make 156 million 272 thousand drams.
According to Human Rights Defender Artak Beglaryan, the amount to be allocated to the staff next year will make 60 million 290 thousand drams, which is 12 million 846 thousand drams more than the current year.
Deputy Chairman of the Civil Service Council, Jivan Harutyunyan, presenting the expenditure of the Council in 2020 noted that it is planned to be 101 million 942 thousand drams. The costs connected with remuneration of civil servants on the Civil Service Personnel Reserve and human resources management information system are unchanged compared to the current year.
Cost of maintaining the Central Election Commission according to the Head of the Commission Srbuhi Arzumanyan, next year will make 46 million 487 thousand drams.
