November 28, National Assembly convened its regular sitting. In his opening speech the NA President Ashot Ghoulyan informed about the committee discussions going on in the parliament these days on the draft law "On the Republic of Artsakh 2020 State Budget". After approving the agendas of the session and the sitting, the parliament proceeded to the discussion of the first agenda item.
Having presented the endorsement of David Khachatryan's candidacy for the position of Member of the Audit Chamber, the Chair of the Standing Committee on Budget, Financial and Economic Management Aram Grigoryan suggested the parliament to elect him.
After hearing the information on David Khachatryan's biography and activities, the parliament passed a secret ballot.
Summing up the voting results, Chair of the Counting Committee Ramela Dadayan noted that 2 out of the 30 ballot papers in the ballot box were declared invalid and the votes were distributed with 26 for and 2 against. Thus, David Khachatryan was elected a member of the Audit Chamber.
Next the parliament heard the 2020 annual action plan of the State Commission on Public Services and Economic Competition presented by the chairman of the Commission, Michael Virabyan.
"From January 1, 2020 until January 1, 2021, tariffs for roaming services provided by operators will be semi-annually reduced in Artsakh and Armenia, ” Mikayel Virabyan emphasized.
He also answered the questions of MP Davit Ishkhanyan and the Parliament President Ashot Ghoulyan regarding the studies required for the construction of the solar power plant and the number of licenses given to the constructed and those in construction HPPs.
Passing to the legislative drafts, the Parliament has discussed the draft law «On Making Amendments to the Law "On State Administrative Agencies"» presented by Arayik Lazaryan, Head of the administration of governmental affairs of the President’s office – first deputy head of the President’s office, by which the law is harmonized with the Constitution of the Republic of Artsakh.
After receiving the positive endorsement of the NA Standing Committee on State and Legal Affairs, the law was adopted by 28 votes to one.
Introducing the draft law «"On Making Amendments to the Law "On State and Official Secrets"» Arayik Lazaryan, Head of the administration of governmental affairs of the President’s office – first deputy head of the President’s office, noted that it is also proposed to bring it into line with the Constitution of the Republic of Artsakh.
After receiving the favorable opinion of the Standing Committee on Defense, Security and Law Enforcement, the law was adopted by 29 votes to one.
Introducing the draft law «“On Amending the Law“ On State and Official Secrets ”», Araik Lazaryan, Head of the Office of the Government of the Office of the President of the Republic of Artsakh, First Deputy Head of the Office, noted that the draft law is also proposed to bring the law in line with the Constitution of the Artsakh Republic.
After the break, the session continued with the participation of the executive branch. Legislative-executive question-and-answer procedure has taken place.
Before proceeding to the Q&A procedure, Ashot Ghoulyan, the Head of the National Assembly, announced the letter of the head of the NA "Motherland" faction informing that the independent MPs Aram Sargsyan and Eric Harutyunyan were included in the "Motherland" faction.
The ministers then headed by the State Minister responded to the issues nominated by deputies on the minimum wage of teachers, upgrading the meteorological network, the order of allocation of rooms in the newly built dormitory of Stepanakert, construction conditions of Askeran city medical center and the condition of the Khandzadzor community Haykavan village school, construction of a milk collection point in Hadrout, the tariffs for services provided by the State Committee of Real Estate Cadastre, social protection of demobilized officers and other topics.
Summing up the session, Ashot Ghoulyan spoke about the annual Telethon of the Hayastan All-Armenian Fund launching in the evening of November 28, calling on everyone to participate actively. The NA President also announced that this year the National Assembly will donate 1 million 400 thousand drams to the fund.
