Parliamentary Hearings on the Republic of Artsakh Draft Law "On Freedom of Thought, Conscience and Religious Organizations"

December 17, the NA Standing Committee on State and Legal Affairs organized parliamentary hearings "On Freedom of Expression, Conscience and Religious Organizations", "On Making Amendments and Addenda to the Code on Administrative Offenses of the Nagorno Karabakh Republic, on the package of draft laws of the Republic of Artsakh "On Making Amendments to the Criminal Code of the Nagorno Karabakh Republic" authored by MP Gagik Baghunts.

NA President, Ashot Ghoulyan, Vice-President of the National Assembly Vahram Balayan, MPs, Minister of Justice Ararat Danielyan, Minister of Culture, Youth Affairs and Tourism Lernik Hovhannisyan, First Deputy Chief of Staff of the Presidential Administration Office Araik Lazaryan, Human Rights Defender Artak Beglaryan , religious organizations representatives and other stakeholders.

According to Gagik Baghunts, on the eve of the hearing, they presented the amended version of the draft, collecting proposals from the Ministry of Justice, the Police and the Human Rights Defender's Office.

Many of the participants in the hearing drew attention to the fact that the submission of the draft law in conjunction with the “Code of Administrative Offenses” is not appropriate, as the mentioned Code is under development. Taking into consideration the priority of bringing the project into line with the Constitution of the Republic of Artsakh, it was also recommended to send it to the Specialized Council on Constitutional Reforms.
