December 3, joint sitting of the Standing Committees on Science, Education, Culture, Youth and Sport and Budget, Financial and Economic Management of the National Assembly was held headed by Vardges Ulubabyan and Aram Grigoryan.

The issue of funding for science, education, culture, youth and sports, as envisaged by the draft law "On the 2019 State Budget of the Republic of Artsakh" was discussed.

Presenting the funds allocated to the spheres of education, science and sports, Minister Narine Aghabalyan noted that it made 15 billion 191 million drams in 2018 The expenditure growth of 106 million 856 thousand AMD is conditioned by the increase in the general education sector - 67 million 287 thousand drams, science sphere - 11.1 million and sports events - 28 million 710 thousand AMD.

Deputies asked the Minister questions regarding compensation for tuition fees for the April war participants, the amount allocated to sports federations, the construction of a vocational education college in Berdzor, funding for research papers, programs to stimulate the development of technical sciences, as well as prospects for the development of education in conditions of minimal budget growth spheres.

In response to the last question, Minister Aghabalyan noted that thanks to the optimization programs implemented in the field, it will be possible to achieve the desired results.

According to Minister Lernik Hovhannisyan, 2 billion 123 million drams will be allocated from the state budget to the sphere of culture and youth, instead of 2 billion 180 million drams allocated in 2018. Cooperation with the Republic of Armenia and abroad will be a priority in the field, for which 13 million 603 thousand drams will be allocated. As Lernik Hovhannisyan stressed, one of the important programs of the sphere is the program of restoration, preservation and study of monuments, for which realization it is planned to allocate 120 million drams, instead of 100 million drams allocated in 2018.

Lernik Hovhannisyan also answered the deputies' questions regarding the restoration of the roof of the theater building, the amount allocated for jubilee events, the new building of the local history museum and other topics.

President of the Artsakh Republic National Assembly Ashot Ghoulyan, Vice President Vahram Balayan, the Presidential Representative in the National Assembly, Zoya Lazaryan, the Deputy Minister of Finance Norayr Avanesyan and the staff responsible people participated at the discussions.

On December 4 and 5, discussions will be continued in the National Assembly factions.
