November 29, the National Assembly convened a regular plenary sitting.
The parliament approved the agendas of the session and the sitting following the NA President's presentation and then touched upon the issues of mandatory discussion. Election of a Member of the NKR Audit Chamber was the first issue in this series.
Aram Grigoryan, Chair of the NA Standing Committee on Budget, Financial and Economic Management, submitted the candidacy of Shushanik Hayrapetyan for the position of member of the chamber in accordance with Article 128 of the NA Rules of Procedure.
After hearing the information about the candidate's professional activities and receiving clarifications, the parliament passed a secret ballot. Summarizing the results of the secret ballot, the chair of the counting committee, Ramela Dadayan, announced – 27 voted in favor of the candidate and 2 MPs against
The next issue for discussion was the appointment of a judge of the Artsakh Republic Court of First Instance. Head of the Supreme Court Council Gayane Grigoryan submitted the candidacy of Narek Hovhannisyan to the parliament.
After the secret ballot of the parliament, the chairperson of the counting committee informed that as a result of the voting one ballot paper was declared invalid and the votes were distributed by 26 votes in opposition to 2.
Narek Hovhannisyan took the oath of office of the First Instance Court of General Jurisdiction.
Chairman of the NKR State Commission for Regulation of Public Services and Economic Competition Hakob Ghahramanyan, presented the program of the commission’s activities for 2019 to parliament and answered the deputies ’questions regarding gas supply contracts and gas tariffs.
Turning to legislative activity, the parliament discussed the draft law of the Artsakh Republic "On the legal regime of martial law" submitted by Artsakh Republic Defense Minister Levon Mnatsakanyan. According to the minister, the draft law establishes the legal basis and the goals of declaring martial law, clarifies the circumstances in which there is martial law in the territory of the Artsakh Republic. In the proposed draft, the martial law is announced by the President of the Republic of Artsakh, and within the framework of the process, the powers of the government and the National Assembly are specified in accordance with the requirements of the Constitution.
Having received the positive conclusion of the Head Commission - the Standing Committee on Defense, Security and Law Enforcement, the parliament considered and passed the law in the first reading.
Minister of Economy and Industrial Infrastructures of the Artsakh Republic Levon Grigoryan, presenting the draft law of the Republic of Artsakh “On Introducing Amendments and Additions to the law of the Nagorno-Karabakh Republic“ “On Energy Saving and Restoring Energy ” , “On the Energy Industry "," On Amendments to the Law of the Nagorno-Karabakh Republic”, "On State Duty" ," On Amendments to the Law of the Nagorno-Karabakh Republic "On Licensing", noted that the idea of the project will allow moving from a single regulated buyer-seller model to a more liberal model, new mechanisms will be introduced to stimulate interstate trade, and the system of tariff regulation will be improved.
By the endorsement of the Standing Committee on Production and Industrial Infrastructure, the parliament passed the law.
After the break, the NA session continued with the procedure of the National Assembly-Government Questionnaire.
Government members responded to increasing salaries in general education, financial resources for information technology development, tax privileges on primary and secondary markets, credit subsidy efficiency in cattle breeding, heating schedule in public hearths, application of mine exploitation systems, continuation of dormitories restoration project this and a number of other issues.
Continuing the work on the bills, the parliament discussed the draft law of the Artsakh Republic "On Diplomatic Service". According to Masis Mayilyan, the Minister of Foreign Affairs, the adoption of the law is a requirement of the Constitution and will regulate the activities of the diplomatic service. By the endorsement of the Standing Committee on Foreign Relations, this law was passed by the National Assembly in the first reading.
Artsakh Republic Minister of Finance Artur Harutyunyan, presenting the draft law of the Republic of Artsakh “On the Establishment of Privileges for Tax and Other Mandatory Payments”, “On Amendments to the Law of the Nagorno-Karabakh Republic“ On Taxes ”, “On Amendments and Abbenda to the Law of the Karabakh Republic "On Profit Tax", "On Amendments and Abbenda to the Law of the Nagorno-Karabakh Republic" On Income Tax ", "On Amendments and Additions to the Law of the Nagorno Karabakh Republic”, “ On Value Added Tax", " On Amendments and Amendments to the Law of the Nagorno-Karabakh Republic "On Fixed Payments" , " On Amendments and Amendments to the Law of the Nagorno-Karabakh Republic "On Patent Payments" ," On Amendments and Additionss to the Law of the Nagorno-Karabakh Republic of the Karabakh Republic "On Trade and Services", noted that it is aimed at improving the business environment, especially small and medium businesses, as well as the implementation of effective tax administration policies.
Having received the positive conclusion of the head commission - the Standing Committee on Budget, Financial and Economic Management, the Parliament considered and adopted the draft law in the first reading.
