Opening remarks

8th session of the National Assembly of the 6th convocation

Dear colleagues,

The 8th session of the National Assembly of the 6th convocation starts with today’s plenary sitting. Over the previous months, despite the fact that the deputies were on vacation, the Parliament continued to operate by carrying out its functions and participating in domestic and foreign policy developments of the country. I would like to briefly refer them.

Thus, the parliamentary delegation composed of the representatives of all factions in Yerevan participated in the festive events dedicated to the 100th anniversary of Armenian Parliament and the 27th anniversary of the independence of the Republic of Armenia.

As you know, in July and August the powers of three MPs were terminated according to their applications. In September, by-elections took place in two electoral districts, and in the electoral district N2 by-election will be organized in in October.

During the past period, the Ethics Committee has published a decision on the incident taken place in the Parliament. The Inquiry Committee has issued an interim report on the examination of the issues of public concern.

The parliament was also active in expanding external relations and contacts, hosting politicians and parliamentarians from different countries.

Just to mention:

  • On July 6, the visit of ex-mayor of the French city of Vienne, Jacques Remille to Parliament,
  • On July 20, the visit of the ex-President of the France-Artsakh Friendship Circle Francois Rochebloine to the National Assembly;
  • On August 29, the visit of the Member of the European Parliament Martin Sonneborn to the Parliament;
  • On September 13, the visit of the California State Senator Anthony Portantino and Mayor of the city of Glendale Zareh Sinanyan to the National Assembly;
  • On September 14, the visit of the President of the France-Armenia Friendship Group in the French Senate, Gilbert –Luc Devinaz to the Parliament;
  • Yesterday, on September 25, a meeting took place with the delegation of the town of Alforville led by Mayor Michel Jershinovich.

The meetings of the Artsakh parliamentarians with the members of the executive and legislative bodies of the Republic Armenia continued, in particular, I would like to mention the meetings with the the First Deputy Prime Minister Ararat Mirzoyan; Minister of Labor and Social Affairs Mane Tandilyan; Minister of Justice Artak Zeinalian, Foreign Minister Zohrab Mnatsakanyan; Secretary of the Security Council Armen Grigoryan, as well as the visits of the representatives of the parliamentary factions, and the last one headed by the vice-President of the Parliament.

Over the past months, representatives of public, scientific, educational, journalistic and other circles from Armenia and abroad, as well as Armenian youth from the Diaspora, also visited the Parliament.

On September 2-4, the Vice-President of the Parliament Vahram Balayan was in Lebanon on a working visit.

In general, this is the brief overview of the activities of the National Assembly for the past period. Over the past weeks, preparations have been carried in the standing committees towards the formation of the agenda of the session and pre-discussion of included issue. I think we are ready to open the 8th session with this agenda.

Therefore, with the authority entrusted to me, I announce the 8th session of the National Assembly of the 6th convocation open. 

Before turning to the registration of MPs, I want to remind that in September of this year, parliamentary by-elections were held in the N10 and N11 electoral districts. According to the results of the elections Eric Harutyunyan (electoral district No. 10) and Gegham Stepanyan (electoral district number 11) were elected MPs. On behalf of all of us, let me congratulate the newly elected deputies and wish them fruitful and effective legislative work.
