Supreme Council of the 1st convocation

Term: January 6, 1992 – June 23, 1995

February 17, 1992 – Chairman of the Supreme Council (SC) of the Republic of Nagorno-Karabakh (NKR) received the group of observers arrived in Stepanakert from the CSCE member – countries. 

March 20, 1992 – Upon the decision of the UN Security Council, U.S. Ex–State Secretary Cyrus Roberts Vance and the CSCE responsible Lanush Kubich (Hungary) arrived in Stepanakert.

March 21, 1992 – The Minister of Social and Humanitarian Issues of France Bernard Kouchner arrived in Stepanakert for the opening of humanitarian corridor in the NKR.

March 31, 1992 – Representatives of the Foreign Ministry of the Russian Federation arrived in Stepanakert.

April 1, 1992 – The leadership of NKR met with the CSCE Chairman-in-office, FM of Czech Republic Jiří Dienstbier.

April 1, 1992 – Deputy Foreign Minister of Iran Mahmoud Vaezi arrived in Stepanakert.

April 10, 1992 – Foreign Minister of the Russian Federation Andrey Kozyrev arrived in Stepanakert.  

June 2, 1992 – The Supreme Council of the NKR resumed functioning. The Chairman of the Supreme Council of Armenia Babken Ararktsyan, Defence Minister Vazgen Sargsyan and Vice-speaker of the UK House of Lords, Baroness Caroline Cox were present at the sitting.

June 27, 1992 – The acting Chairman of the NKR Supreme Council Georgy Petrosyan and a member of the SC Presidium Hamlet Grigoryan had meetings with leadership of the Republic of Armenia. They met with the Chair of the CSCE Minsk Conference Mario Raffaelli.

July 1, 1992 – The Presidium of the NKR Supreme Council adopted a decision on sending a delegation (Boris Arushanyan, Hrant Khachatryan, Robert Kocharyan, Hrayr Balyan) to Rome to participate in the preparatory meeting within the framework of the CSCE.

July 26, 1992 – The Ambassador-at-large of the Russian Federation, Head of the Russian mediation mission in the peaceful resolution of the Azerbaijani-Karabakh conflict Vladimir Kazimirov arrived in Stepanakert.

July 27, 1992 – The special delegation of the NKR Supreme Council met with the leadership of Armenia in Yerevan.

July 27, 1992 – The NKR delegate Albert Ghazaryan took part in the Moscow forum of the Transnational Radical Party.

August 2, 1992 – The acting Chairman of the NKR Supreme Council Georgy Petrosyan received a delegation composed of MPs from Great Britain, Germany and USA and led by the Vice-speaker of the UK House of Lords, Baroness Caroline Cox. 

August 4-15, 1992 – Upon the invitation of the ANCA, the acting Chairman of the NKR Supreme Council Georgy Petrosyan left for the U.S., where he had meetings with the representatives of the Senate, the Department of State and American Armenian Community.  

August 24-26, 1992 – The Chairperson-in-Office of the CSCE Minsk Conference Mario Rafaelli visited Baku, Yerevan and Stepanakert.

January 7, 1992 – The acting Chairman of the NKR Supreme Council Georgy Petrosyan received the Vice-speaker of the UK House of Lords, Baroness Caroline Cox, Chair of the “Christian Solidarity” NGO Hansjürg Stückelberger, the representative of the Dutch “Open Doors” religious organization Bob Istma, German public figure and surgeon Friedrich Schuster, President of the Armenian International Assembly James Karnalunyan and a group of foreign journalists.

February 19, 1993 – The Presidium of the NKR Supreme Council adopted a decision on sending a delegation to Rome to participate in the consultations of the CSCE Minsk Group.

June 14, 1993 – The President of Armenia Levon Ter-Petrosyan arrived in Stepanakert to hold political consultations with the NKR authorities.

June 21, 1993 – Upon the invitation of the President of Armenia Levon Ter-Petrosyan, the acting Chairman of the NKR Supreme Council Karen Baburyan arrived in Yerevan.

July 1, 1993 – The Chairperson-in-Office of the CSCE Minsk Conference Mario Rafaelli visited Baku, Yerevan and Stepanakert with the purpose of suggesting conflicting sides to accept the timetable approved by the CSCE Minsk Group on June 3-4, 1993 in Rome.

July 13, 1993 – The CSCE delegation led by the Chairperson-in-Office of the CSCE Minsk Conference Mario Rafaelli arrived in the NKR.

July 14, 1993 – The delegation of the NKR Supreme Council (Hamlet Grigoryan, Hrant Khachatryan, Georgy Petrosyan, Radik Hairiyan, and Maxim Mirzoyan) participated in the conference of the Transnational Fundamental Parties in Sofia, Bulgaria.

July 19, 1993 – Upon the invitation of the NKR leadership, the Chairman of the Supreme Council of the Republic of Armenia Babken Ararktsyan, PM Hrant Bagratyan, and first DFM Jirair Liparityan arrived in Stepanakert.

July 24, 1993 – The acting Chairman of the NKR Supreme Council Karen Baburyan received the RA SC delegation led by the first deputy Chairman Ara Sahakyan.

September 18, 1993 – The UK parliamentary delegation led by the head of the “Britain-Armenia” friendship group in the House of Lords, Lord Richard Shannon arrived in Stepanakert on a working visit.

September 23, 1993 – The acting Chairman of the NKR Supreme Council Karen Baburyan received the delegation of the Armenian Apostolic Church led by the Patriarch of Jerusalem, Torgom Archbishop Manukyan.  

December 16, 1993 – The Presidium of the NKR Supreme Council adopted a decision on sending a delegation to Finland to take part in the session of the CSCE Parliamentary Assembly. 

December 21-22, 1993 – On the initiative of the Russian Foreign Ministry, Parliamentary Assembly of the Commonwealth of Independent States and Aland Peace Institution, a seminar-meeting was organized with participation of parliamentary delegations of Azerbaijan, Nagorno-Karabakh and Armenia.

January 18, 1994 – The Presidium of the NKR Supreme Council adopted a decision on sending a delegation (Headed by Valery Alexanyan) to Strasbourg to take part in the PACE session.

March 22, 1994 – The Presidium of the NKR Supreme Council adopted a decision on the cooperation between the Republic of Armenia and Nagorno-Karabakh Republic.

March 31 - April 3, 1994 – The reconciliation group of the Interparliamentary Assembly of the Commonwealth of Independent States visited Azerbaijan, Armenia and Nagorno-Karabakh.

April 28, 1994 – The Presidium of the NKR Supreme Council adopted a decision on sending a delegation (headed by the acting Chairman of the NKR SC, Karen Baburyan) to Bishkek to take part in the session of the Interparliamentary Assembly of the Commonwealth of Independent States. 

June 3, 1994 – The Presidium of the NKR Supreme Council adopted a decision on sending a delegation (headed by the acting Chairman of the NKR SC Karen Baburyan) to Saint Petersburg to take part in the session of the Interparliamentary Assembly of the Commonwealth of Independent States. 

June 17, 1994 – The acting Chairman of the NKR Supreme Council Karen Baburyan met with the leaders of the social-democrat “Hnchak” party.  

June 24, 1994 – The acting Chairman of the NKR Supreme Council Karen Baburyan received the ARF delegation led by Vahan Hovhannisyan.

June 28 – July 5, 1994 – Upon the invitation of the CoE Secretary General, the parliamentary delegation of the NKR headed by the acting Chairman of the NKR SC Karen Baburyan visited Strasbourg to participate in the works of the EU External Committee and discuss the issues connected with the relations with non - EU member countries.

July 4, 1994 – The Presidium of the NKR Supreme Council adopted a decision on the cooperation between Parliaments of the NKR and Russian Federation.

September 26, 1994 – The acting Chairman of the NKR Supreme Council Karen Baburyan received the deputy mayor of the Klamar town of France, Hakob Artinyan and a group of French-Armenian entrepreneurs.

October 9, 1994 – Upon the invitation of the President of South Ossetia Akhsarbek Galazov, the NKR delegation led by the acting Chairman of the NKR SC Karen Baburyan visited Vladkavkaz.

November, 1994 – The acting Chairman of the NKR SC Karen Baburyan met with the member of Bundestag Udo Achten.

January 28, 1995 – The Chairman of the Republic of Armenia Supreme Council Babken Ararktsayn was in Stepanakert on a working visit.

April 6, 1995 – Upon the invitation of the Mother See of Holy Etchmiadzin, the acting Chairman of the NKR SC Karen Baburyan participated in the opening ceremony of the national church assembly in Etchmiadzin.

April 7, 1995 – The acting Chairman of the NKR SC Karen Baburyan met with the Chair of the International Federation of Red Cross and Red Crescent Societies Cornelio Sommaruga.

April 24, 1995 – Head of the Parliament Karen Baburyan, Minister of Foreign Affairs Arkadi Ghoukasyan and Minister of Defense Samvel Babayan met with the delegation of the State Duma of the RF Federal Council.
