September 17, the NA Standing Committee on Defense, Security and Law Enforcement held a sitting presided over by the committee Chairwoman Zhanna Galstyan.

Defense Minister Levon Mnatsakanyan presented the draft law on "Military Service and Status of the Serviceman”.

Following the discussion, the Committee with a positive conclusion decided to include the draft in the first reading on the agenda of the plenary session.

In the second half of the day the sitting of the NA Standing Committee on Production and Manufacturing Infrastructure was held under the chairmanship of Arpat Avanesyan.

The first issue of the agenda was "On Amendments to the NKR Law" On Wastes and Sanitation”, " On Making Addenda to the NKR Law "On Local Self-Government", "On Local Taxes and Payments" and" On Making Addendum to the NKR Law "On Multi-Apartment Building Management".

After the discussions between the Committee and authorized representatives of the government, the Committee endorsed the issue of including the package in the first reading on the plenary session agenda.

The second issue of the agenda is the draft law "On Making Addenda to the Law of the Nagorno Karabakh Republic "On Road Transport" with a package of related laws. Legislative change is conditioned by the necessity of legal regulation of the organization of transportation by car taxi from the territory of the Republic of Artsakh to other states, liquidation of unequal conditions acting between persons who are subjects of taxiing, as well as the application of tax obligations consonant with the performance of relevant activities and the use of the corresponding tax liabilities. The package will also be included in the agenda of the plenary session.

The agenda of the sitting included a package of draft laws on making amendments and addenda to the Land Code of the Nagorno Karabakh Republic, on Making Amendments and Addenda to the NKR Civil Code, On Making Addendum to the NKR Law on Local Self-Government. In order to develop the agricultural horticulture industry, foreign investors have to be provided with the land plot on which the garden of industrial importance is located. The Committee has also endorsed the issue of discussing the package at a plenary session.
