Born on December 7, 1959 in the village of Arachadzor, Martakert region

1977 – Finished the local secondary school

1981 - Graduated from the philological faculty of the Stepanakert Pedagogical Institute

1981-1988 - Armenian language and literature teacher in the Arachadzor secondary school and deputy director of the school for extracurricular work

1989 - Correspondent of the newspaper "Soviet Gharabagh" in the Martakert region

1989 - Elected a member of the National Council of Artsakh at the Congress of Plenipotentiary Representatives of the population of the NKAO. December 1, 1989, in this status he participated in the joint session of the Supreme Council of the Armenian SSR and the National Council of Artsakh

May 20, 1990 – Elected deputy to the Supreme Council of the Armenian SSR from the NKR, then - a member of the standing committee of the Supreme Council of the Armenian SSR

1992-1994 - Head of the department of the official newspaper Artsakh.

September-December 1994 - Head of the Department of the NKR Information and Press Department.

1995-1996 - Editor-in-chief of the newspaper "Martik" of the NKR Defense Army

1996-1997 - Continued his service in one of the military units of the NKR as deputy commander of the company, then - deputy commander of the training battalion for work with personnel

March 26, 1997 - Dismissed to the reserve in the rank of a senior lieutenant

1997-2000 - Head of the department in the republican newspaper Azat Artsakh

1998-2000 - Correspondent of the radio station "Svoboda" (Freedom) in Artsakh.

June 18, 2000 - Elected to the 3rd convocation of the National Assembly of the Nagorno Karabakh Republic from the constituency No. 30, chairman of the NKR NA Standing Committee on Foreign Relations.

June 19, 2005 - Elected a deputy of the National Assembly of the fourth convocation from the constituency No. 20. He was chairman of the permanent commission of the National Assembly for Foreign Relations, Head and then Secretary of the Democracy faction.

May 23, 2010 - Elected deputy to the fifth convocation of the National Assembly of the NKR under the proportional list of the Democratic Party of Artsakh

June 10th, 2010 - Elected Chairman of the Standing Committee on foreign relations

Member of the Democratic Party of Artsakh

Married, has two children

Awarded the medal "Mkhitar Gosh" (30.08.2011).
