Born on February 10, 1955 in the village of Khndzristan of the Askeran region

1970 – Finished the eighth grade school in Khndzristan

1972 - Finished secondary school № 7 in Stepanakert

1972-1977 - Studied at the Physics Department of Yerevan State University, specializing in physics.

1977-1978 - Laboratory assistant at the Stepanakert Pedagogical Institute.

1978-1982 - Secretary of the Komsomol Committee of the Stepanakert State Technical College

1982-1985 - Head of the department in the Askeran District Committee of the Komsomol.

1985-1992 - Instructor of the Askeran District Party Committee

1992-1995 - Assistant to the First Deputy Chairman of the NKR Council of Ministers

January 1995 - July 1995 - Assistant to the Deputy Head of the State Administration on Special Programs of the Republic of Armenia

April 30, 1995 - Elected deputy to the second convocation of the Supreme Council of the NKR from the Stepanakert constituency No 8

1995-1999 - Member of the Standing Committee of the NKR Parliament on Human Rights and National Minorities

1999-2000 - Chairman of the NA Standing Committee on Financial and Budgetary Affairs

2000 - February 2002 – First Class inspector of the housing department of the Stepanakert City Hall, then Head of the department, Asistant to the mayor

2000-2005 - Secretary of the NKR CEC

2005-2008 - Deputy Chairman of the NKR CEC

Since 2008 - Chairman of the precinct election commission of Stepanakert

Married, has two children
