Born on August 13, 1965 in the city of Baku

1972-1983 - Studied in Stepanakert secondary school No 1

1983 - Entered the Stepanakert Pedagogical Institute

1984-1986 - Served in the Armed Forces of the USSR

1990 - Graduated from the Stepanakert branch of the Kirovakan (Vanadzor) Pedagogical Institute, specializing in general engineering disciplines and physics

While a student he actively participated in the Artsakh national liberation movement. He was one of the founders of the Students’ Union. Formed volunteer detachments

December 28, 1991 - Elected as a deputy of the NKR Supreme Council of the first convocation from the Stepanakert constituency No 4. He was a member of the Standing Committee on Defense and Security

February 1992 - Appointed commander of a special detachment of the NKR self-defense forces

September 1992 - Appointed senior officer of the combat training of the self-defense forces of the NKR

July 1993 - Head of the NKR Department of Combat Training of the Self-Defense Forces

June 1999 - September 1999 - Head of the Sports Club of the NKR Defense Army

September 1999 - October 2011 – Head of the NKR Military Commissariat

December 2011 - April 2013 - Advisor to the President of the NKR

April 2013 - Chief Compulsory Enforcement Officer of the NKR Judicial Acts Compulsory Enforcement Service He has the rank of colonel

July 5 2018 -  Minister of nature protection and natural resources

Married and has two daughters
