Born on August 19, 1965 in the village of Khndzristan, Askeran region, Nagorno Karabakh
1983 - Entered the Faculty of History of Stepanakert Pedagogical Institute
1984 - 1986 - Served in the Soviet Army
1990 - Graduated from the Faculty of History of the Stepanakert branch of Vanadzor Pedagogical Institute with honors
1991-1992 – Teacher in Khndzristan secondary school, while participating in the formation of the village defense forces
Since December 1992 worked as a senior consultant in the Committee on Foreign Relations of the NKR Supreme Council of the 1st convocation, and since September 1993 – assistant to the chairman of the NKR Supreme Council
1995 – Head of the department of Diaspora and Bilateral relations
January 1998 – Head of the Political Department of the Ministry of Foreign Affairs of NKR
December 15, 1998 - Appointed the NKR Deputy Minister of Foreign Affairs
April 2000 - Elected co-chair of the public-political movement «Democratic Artsakh Union»
October 2002 - Appointed the NKR Minister of Foreign Affairs
December 2004 - Appointed the NKR Minister of Education, Culture and Sports
January 2005 - Elected President of the Democratic Party of Artsakh
June 19, 2005 - Elected deputy to the NKR National Assembly of the fourth convocation by the proportional electoral system, on the list of the Democratic Party of Artsakh
June 30, 2005 - Elected President of the NKR NA at the first meeting of the NKR National Assembly
May 23, 2010 - Elected deputy to the NKR National Assembly of the 5th convocation by the majority system, the electoral district N7
June 10, 2010 – Re-elected President of the NKR National Assembly
