21 February, President of the Parliament of the Republic of Artsakh, Ashot Ghoulyan received the member of the administrative body of the county of Fresno, California Andreas Borgeas (USA), responsible for electoral district of Santa Cruz, California Gail Pellerin (USA), Director of the Center of electoral management studies, University of California, Berkeley Karin MacDonald ( USA), Toronto elders council member Jim Karygiannis (Canada) and NKR permanent representative to the USA Robert Avetisyan, who arrived in Artsakh with the observation mission.
The president welcomed the guests and highlighted their work in Artsakh, as these studies, tips and reviews are not just for one day, but also include a long-term partnership.
Congratulating Artsakh people on the conduct of the referendum, Toronto City Council member Jim Karygiannis noted that he was impressed by it.
"It was a perfect referendum. I enviously refer to the fact that so many people were involved in the referendum. Before I have carried out observation missions in many countries, but have never seen anything like that. The turnout of over 75% in the referendum suggests that the voice of the people of Artsakh will be heard. This gives an additional impetus to the country to move forward confidently", - said Jim Karigiannis.
A member of the administrative body of the county of Fresno California, Andreas Borgeas, in turn, sharing his observations, admired the people's enthusiasm for the referendum and intended to share the experience of Artsakh in his own country, because it is not an easy task to provide such a turnout there.
Director of the Center of electoral management studies, University of California, Berkeley California, Kerin MacDonald, noted that it was his third visit to Artsakh as an observer and stressed the importance of the changes in the Electoral Code, which were offered by them in the previous time.
"We are delighted that great importance is given to a long-term cooperation and we are grateful that our proposals are taken into account," said Karin MacDonald.
At the end Ashot Ghoulyan answered the questions of the observers, concerning the issues of the Constitution related to human rights and local self-government bodies.
After the meeting, Ashot Ghoulyan said observers; questions about enshrined in the Constitution of the provisions of human rights and local self-government.
