The Fourth Session of the NKR National Assembly Has Started
29 September, the 4th session of the NKR National Assembly of the 6th convocation chaired by Ashot Ghoulyan was opened.
President of the Parliament briefly touched upon NA activities in the previous months.
According to the regulations, the parliamentarians approved the composition of the temporary counting commission, re-elected Ramel Dadayan, Ludmila Barseghyan and Gagik Bagunts.
Then the deputies discussed issues on the agenda.
Thus, the Parliament considered and adopted in the first reading the NKR law "On ecological education and training", which aims at enhancing the role of environmental education in the educational institutions of NKR, especially at the preschool and general educational levels.
The National Assembly also approved:
NKR law "On amendments and additions to the NKR law" On Waste "" and "On amendments and changes to the NKR Code on mineral resources", which are aimed at improving the provisions of the individual sections and articles of these laws in order to improve the effectiveness of their enforcement;
NKR law "On amendments and additions to the Law of the NKR" On Profit Tax ", which is aimed at expanding the range of beneficiaries using the exemption provided for in Article 38 of this law.
The National Assembly in the second reading adopted the Law NKR "On rates of environmental charges".
A report on the execution of the NKR state budget for the 2016 first six months was made by the NKR Minister of Finance, Spartak Tevosyan.
During the meeting, the deputy Ramel Dadayan made a statement on the need for reforms in the education sector to improve the social security of teachers.
After the break, the procedure of Questions-Answers took place between National Assembly and Government.
Members of the government, headed by Deputy Prime Minister Arthur Aghabekyan answered the MPs' questions concerning the changes in the budget related to the services provided by the companies "Artsahkap" and "Karabakh Telecom". The issues on congested schools, housing for special categories of persons, the need to build schools and hospitals in the two villages of Shahumyan region, as well as foreign policy were also discussed.
