December 16, a regular plenary session of the Nagorno Karabakh Republic National Assembly conducted by the Chairman of the Parliament Ashot Ghoulyan. Members of the government headed by the NKR Prime-minister Araik Harutunyan took part at the sitting.

A report on the draft law "On State Budget of the Nagorno Karabakh Republic for 2016" was made by the NKR Minister of Finance Spartak Tevosyan. The Minister presented the main directions of the draft state budget for 2016, expected performance and have compared with the figures for the current year. S. Tevosyan underlined that the budget for next year will have a strong social focus, a series of new programs will be started.

The Minister expressed his gratitude to the NKR National Assembly deputies for their active participation in the preliminary discussions of the 2016 state budget. We note that, following preliminary discussions on the budget in the committees and factions, the deputies submitted to the government about 73 questions and suggestions, according to the regulations of the National Assembly.

The NKR NA Standing Committee on Budget, Financial and Economic Management and on Defense, Security and Law Enforcement has given a positive opinion on the draft budget law for 2016.

The deputies Eduard Aghabekyan and Gagik Bagunts have made speeches on the draft budget for next year.

Discussion of the draft budget was finished at 11.50. According to the NA regulations within 24 hours, the deputies and factions can submit new proposals to the National Assembly staff.

During the meeting a package of the NKR draft laws "On Amendments and Additions to the NKR Law "On Remuneration of Persons Holding Public Office ", "On Amendments to the NKR Law "On Public Service ", "On Amending the NKR Law" On Auditing ' "On Amendments and Additions to the Law of the NKR" On Taxes ', "On Amendments to the NKR Law "On Profit Tax", "On Making Additions and Amendments to the NKR Law "On Value Added Tax'," "On Amendments to the NKR Law "On Excise Tax"," On Amendments to the NKR Law "On Taxes on Trade", "On Amendments to the NKR Law of the PRC" On Fixed Payments "," "On amendments to the NKR Law" On the Allocation (Deduction) of Funds for Construction, Repair and Maintenance of Roads "," "On Amending the NKR Law" On Compulsory Payments the Public Service " "On Amendments and Additions to the Law of the NKR" On Benefits for Temporary Disability", " On Amendments to the NKR Law "On State Pensions" "," On Amendments to the NKR Law "On Income Tax' accompanying the draft state budget for 2016 was discussed.

Standing Committee on Budget, Financial and Economic Management has given positive conclusion to the projects. These drafts will be put to the vote at the next plenary session of the NKR National Assembly.  

The Parliament has also discussed and adopted the NKR laws "On Amendments to the NKR Law " On State Registration of the Property Rights" and "On Amendments and Additions to the NKR Law" On State Tax". In the second reading the NKR law "On Veterinary Science" was adopted.

The program of activities of the State Commission on regulating public services and economic competition in 2016 was also presented at the National Assembly.

Necessary clarifications have been given to the MPs on issues of concern.
